At the center of that judgment was Jonathan Powell, the UK national security adviser, who attended the final round of indirect talks between Washington and Tehran in Geneva and concluded that the Iranian position had moved far enough to keep diplomacy alive. His assessment, according to multiple accounts, was that the talks had produced serious progress and that a further negotiation round was justified rather than a rush to military action.

That conclusion matters because the attack came almost immediately afterward. A new round of technical discussions had already been scheduled for Vienna when the US and Israel launched their operation two days after the Geneva meetings ended. From London’s perspective, that timeline appears to have reinforced a belief that diplomacy had not been exhausted. It also helps explain why the UK initially refused to let the United States use British bases for offensive purposes and why relations between Keir Starmer’s government and Donald Trump have since come under unusual strain.

Downing Street has not commented on Powell’s role in the talks, but his attendance has been confirmed by several sources familiar with the negotiations. His presence suggests Britain was not a distant observer but an informed participant with direct visibility into the final bargaining positions and a clearer basis for deciding whether war was unavoidable.

Geneva talks raised hopes of a negotiated settlement

The Geneva channel was mediated by Oman’s foreign minister, Badr bin Hamad Al Busaidi, and involved indirect contacts between Iran and the United States. British officials who followed the discussions closely came away believing that Tehran had put forward a more substantial proposal than many expected. One area that stood out was Iran’s willingness to make restrictions on its nuclear program permanent rather than temporary, a significant departure from the structure of the 2015 agreement, which included sunset clauses that eventually expired.

Iran also reportedly offered to down-blend its 440kg stockpile of highly enriched uranium under International Atomic Energy Agency supervision inside the country and said it would not rebuild such stockpiles in the future. In the final phase of the talks, Tehran agreed to a pause in domestic enrichment lasting between three and five years. The sticking point came when the US side, after consulting Trump, sought a 10-year pause instead. Even then, officials briefed on the negotiations viewed the gap as part of a continuing bargaining process rather than proof that diplomacy had failed.

Another part of the Iranian pitch was economic. Mediators were told that the US could take part in a future civilian nuclear program if a settlement was reached. In return, Iran sought relief from nearly 80 percent of sanctions, including the release of assets frozen in Qatar. Omani mediation reportedly treated the no-stockpiling offer as a breakthrough, with the sense that an agreement was not complete but remained within reach.

British concerns grew over the US negotiating setup

The UK role in Geneva was shaped not only by what Iran offered, but also by concerns over the quality of the American negotiating team. The US side was represented by Jared Kushner and Steve Witkoff, with Rafael Grossi of the IAEA brought in to provide technical expertise. That arrangement raised unease among outside observers, who viewed Grossi’s role as unusual and believed Washington lacked its own specialist nuclear team at the table.

Powell, who has extensive mediation experience, is understood to have brought technical support from the UK Cabinet Office. British participants were said to be surprised by the seriousness of the Iranian proposal and expected the next stage of talks to proceed. That expectation makes the decision to launch strikes before the Vienna session appear even more consequential in London’s reading of events.

The British government also differed from Washington in its threat assessment. UK officials reportedly saw no compelling evidence that Iran posed an imminent missile threat to Europe or that it was on the verge of securing a nuclear weapon. That judgment fed a legal and political conclusion that the attack was premature and that a negotiated path remained open. In effect, Britain appears to have assessed both the facts and the timing differently from the White House.

Fallout reaches parliament and the wider alliance

The consequences have extended beyond private diplomacy. Trump has repeatedly criticized Starmer for doing too little to support the attack and has also pressured European allies to help secure the Strait of Hormuz, a request that has largely been rejected. The dispute has placed unusual stress on the UK-US relationship and raised wider questions inside NATO about alliance obligations when legal and strategic views diverge.

In Westminster, the issue has already moved into open political debate. Plaid Cymru MP Liz Saville Roberts cited Powell’s role during questioning in parliament and argued that viable diplomatic options still appeared to exist at the time of the strikes. She asked whether that meant the initial US and Israeli action had been premature and unlawful. Home Secretary Yvette Cooper responded by confirming that the UK had supported the diplomatic track and wanted it to continue, linking that view directly to Britain’s position on the initial strikes.

The larger significance of the Geneva episode is that it recasts Britain’s stance not as passive distance from an ally, but as the outcome of direct engagement in talks that London believed were producing results. Powell’s presence suggests the UK had firsthand reason to conclude that war was not yet the only remaining option. Whether that judgment proves historically important will depend on what emerges about the talks in the coming weeks. For now, it has already altered the political narrative by showing that Britain’s reluctance was rooted in a concrete belief that diplomacy still had room to work.

British view of Geneva talks deepened split with Washington Britain’s hesitation over the US and Israeli attack on Iran now appears to have rested on more than legal caution or diplomatic instinct.
