The step adds another layer to Washington\u2019s campaign to squeeze Havana\u2019s already fragile energy system at a moment when blackouts, fuel shortages and political tensions are intensifying across the island.<\/p>\n\n\n\n<p>The restriction was set out in a new general license issued by the Treasury Department\u2019s Office of Foreign Assets Control, which added Cuba to the list of destinations excluded from a temporary authorization covering certain stranded Russian-origin oil cargoes. That waiver had been introduced as part of a broader effort to ease pressure on global energy markets during the war involving Iran, but the updated language makes clear that Cuba will not benefit from the limited flexibility.<\/p>\n\n\n\n<p>The timing is especially significant because maritime intelligence providers have been tracking vessels believed to be carrying Russian fuel toward Cuba. That leaves the island caught between urgent energy need and a sanctions framework designed to cut off one of the few possible replacement sources still available to it.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Tanker movements raise the stakes of the Treasury decision<\/h2>\n\n\n\n<p>One of the ships under scrutiny is the Sea Horse, a Hong Kong-flagged tanker estimated to be carrying about 190,000 barrels of Russian gasoil. Another is the Russian-flagged Anatoly Kolodkin, which has been linked to a much larger cargo of roughly 730,000 barrels of crude. Together, the two shipments could have provided badly needed support to an electricity system and fuel market already under severe strain.<\/p>\n\n\n\n<p>The shipping picture, however, has become more complicated. Tracking data indicated that the Sea Horse, which had earlier been associated with a Cuba-bound route, may have altered course toward Trinidad and Tobago. At the same time, the larger crude shipment remained the more politically charged case because of both its volume and the direct conflict it would create with Washington\u2019s sanctions posture. The practical question is no longer simply whether cargoes are sailing. It is whether they can be lawfully discharged without triggering a wider confrontation over sanctions enforcement.<\/p>\n\n\n\n<p>That uncertainty matters because Cuba\u2019s energy crisis is no longer a marginal supply issue. Fuel availability now directly affects electricity generation, transport, food distribution and broader economic stability. In that setting, even one blocked shipment can have an outsized effect.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Cuba\u2019s crisis deepens as Washington hardens its stance<\/h2>\n\n\n\n<p>The island is facing one of its most severe economic and energy emergencies in decades. Power shortages have produced repeated blackouts, transport has been disrupted and fuel scarcity has become a daily constraint across households and industry. The crisis has worsened since Cuba was effectively cut off from Venezuelan oil earlier this year, leaving Havana searching for alternatives under increasingly hostile external conditions.<\/p>\n\n\n\n<p>Washington has made clear that it is not treating the issue as a normal trade dispute. The Trump administration has described Cuba\u2019s government as an extraordinary threat, threatened penalties against countries that supply the island with oil and even suggested that once the Iran war subsides, US pressure could shift more directly toward Havana. In that context, the Treasury move is not an isolated sanctions adjustment. It is part of a broader effort to choke off the fuel lifelines that keep Cuba\u2019s economy functioning.<\/p>\n\n\n\n<p>Cuban President Miguel D\u00edaz-Canel has responded by denouncing the near-daily threats from the United States and promising what he called unyielding resistance. Foreign ministry officials have also insisted that Cuba\u2019s political system is not open to negotiation with Washington. The language on both sides suggests the fuel issue is becoming inseparable from a wider confrontation over sovereignty and regime pressure.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Russia signals support, but delivery is no longer the only obstacle<\/h2>\n\n\n\n<p>Russia has publicly criticized the US fuel blockade and pledged to provide support, including financial assistance, to Cuba. That backing is politically important for Havana, but turning it into effective energy relief is now much harder. Even if Moscow is willing to send crude or refined products, shipping routes, vessel insurance, sanctions compliance and discharge restrictions all complicate the practical delivery of fuel to the island.<\/p>\n\n\n\n<p>That is one reason the Treasury decision matters beyond legal wording. It raises the risk that any shipment to Cuba becomes a test case in sanctions enforcement and financial deterrence. Tankers linked to Russian product already face scrutiny over routing behavior, insurance status and possible sanctions circumvention practices. The more explicitly Washington excludes Cuba from the temporary waiver, the harder it becomes for intermediaries, ports and service providers to touch those cargoes without taking on risk themselves.<\/p>\n\n\n\n<p>The result is that Cuba\u2019s energy crisis is entering an even more precarious phase. The island still needs fuel, Russia still wants to show support and tankers may still approach the region. But the new US position means that even if oil is available, getting it onto Cuban soil has become much more politically and legally contested. For Havana, the problem is no longer only finding supply.
