Although the actual tsunami waves proved smaller than first feared and there were no immediate reports of catastrophic damage, the official warning that an even stronger quake remains possible has kept nerves on edge.<\/p>\n\n\n\n<p>That reaction is understandable in Japan, where memories of the 2011 disaster still shape public consciousness.
